The Ohio Senate sent the state operating budget to the Ohio House on June 11 with a 23-10 vote after months of testimony. The chamber’s final version of Substitute House Bill 96 includes a flat tax on nonbusiness income phased in over two years.

Strong income tax collections drove state revenues $251 million past estimates last month. Preliminary numbers for May show overall, tax collections were up 9.8% over estimates according to the Office of Budget and Management (OBM). The state has collected $26.4 billion over the fiscal year, which is just over $800 million above estimates.
